Oleksii Danilov, Secretary of the National Security and Defence Council, said that Russia has started a covert mobilisation, forming so-called "volunteer battalions".

Quote from Danilov: "The flywheel of covert mobilisation has been launched in Russia. The monetary support for contract workers has been increased to $4,000. The so-called volunteer battalions are being created."
Details: According to him, in order to make up for the human losses in the war, prisoners convicted under criminal articles are being recruited to serve in Russia’s army.
