Russian government promises "aid" to civilians leaving Kherson Oblast for Russia

Volodymyr Saldo, the Russian-appointed puppet governor of Kherson Oblast, has appealed to the Russian leadership, asking to help evacuate residents from the region. The Russian Federation said that it would provide "free accommodation" to all persons coming to Russia from Kherson Oblast.

Quote from Saldo: "We have suggested that all residents of Kherson Oblast – if they wish to do so – leave for other regions in order to protect themselves from the consequences of missile strikes. In the first instance, [they should] aim to go to Crimea, to Rostov Oblast, Krasnodar Krai and Stavropol Krai, which are our neighbours. Take your children and evacuate."

Details: Saldo stated that families should evacuate from Kherson Oblast for Russia "for rest and study". He added that the occupying authorities have already started taking appropriate measures.

Saldo explained that he expected the Armed Forces of Ukraine to "take revenge" for the sham referendums [held on the Russian-occupied territories of Ukraine – ed.], and expressed hope that his message would be heard, because "Russia does not abandon its people".

Updated at 19:00: Marat Khusnullin, the Deputy Prime Minister of the Russian Federation said that all residents who leave Kherson Oblast for the Russian Federation will be provided with free accommodation and "everything necessary".

Background:

  • On 5 October, Russian President Vladimir Putin signed "the laws on admission" of the occupied territories of Luhansk, Donetsk, Zaporizhzhia, and Kherson oblasts into the Russian Federation.

  • The Office of the President of Ukraine said that Putin's so-called "laws on admission" of Ukrainian oblasts into Russia were not worth the paper they are signed on, and that Ukraine would reclaim all its territories.

  • On 12 October, Yaroslav Yanushevych, Chairman of the Kherson Oblast Military Administration, said that the Ukrainian defenders had liberated 75 settlements in Kherson Oblast.
