Russian troops have blown up a power plant during their retreat from Beryslav, Kherson Oblast, in November.

Details: Reznikov stressed that the destruction of critical infrastructure is a terrorist act, according to Article 51.2 of the Additional Protocol I of the Geneva Convention. However, it has not stopped the Russian invaders.

Background: On 9 November, Sergei Surovikin, Commander of the Russian occupation forces in Ukraine, announced that the Russian Federation was transferring its troops to the left bank of the Dnipro River, which meant that the Russians were leaving the cities of Kherson and Beryslav.

On 11 November, the Defence Intelligence of Ukraine reported that Kherson was back under the control of Ukraine, and the Armed Forces of Ukraine were entering the city.
