According to Hayday, the invaders deliberately shelled three pumping stations, one of which is located in Novodruzhesk. Two bridges and a car tunnel connecting two parts of the town were also destroyed.

"The enemy once again struck at areas where people are likely to gather, shelling the market area," the official said.

"There is total annihilation of the inhabitants of Luhansk Oblast by the Russians."

Hayday also reported the deaths of two women. One of them died at the Kramatorsk hospital, where she was taken two days ago. Another woman was found in Lysychansk without any signs of life.

"There was a lot of damage done to high-rise buildings and private housing on June 27," the governor said.

"Some areas of the town were shelled several times. The houses are being inspected for casualties as much as possible."

Later, speaking on Ukrainian national television, Hayday said that the Russian invaders had used cluster munitions in Lysychansk. He also said that they were scattering small anti-personnel mines.

The governor also reported casualties after the Russians used an Uragan multiple launch rocket systems (MLRS) on a group of civilians who had been queuing to collect water. According to him, most of the wounded have limb injuries, and many of them have undergone amputations.

Russian troops used an Uragan MLRS on June 27 to shell a crowd of Lysychansk residents as they collected water. The attack killed eight and injured 21 people, including children.

Earlier Hayday reported that the Russians were destroying the town with all possible weapons, and the Armed Forces of Ukraine lacked long-range artillery in the region.

He added that Ukraine had not been able to bring humanitarian aid to the town for the past two days, but that it had some stocks and its hospital was equipped with everything necessary.
