Russian Kamaz imports spare parts from Austria

The family of Sergei Kogogin, a Russian billionaire under sanctions and CEO of KAMAZ PJSC, is moving freely around the European Union and helping to arrange the supply of necessary parts for Russian manufacturer KAMAZ.

Details: According to trade databases, Austrian PowerLine Automotive GmbH supplies European-made spare parts and raw materials to Russian Turbo King OOO and NPO Rostar OOO (under Ukrainian sanctions). In 2023 alone, the Austrians supplied products worth more than US$2.5 million to Turbo King and almost US$250,000 to NPO Rostar.

Sergei Kogogin is not only a Russian billionaire, but also an active supporter of Vladimir Putin and Russia's war against Ukraine. Since 1999, he has been a member of the board of directors of KAMAZ, and in 2018, Kogogin was co-chairman of Vladimir Putin's campaign headquarters for the Russian presidential election. In 2022, he was awarded the Order For Merit to the Fatherland.

Sergei Kogogin is under sanctions imposed by Ukraine, the United States, the United Kingdom and Canada. At the same time, the European Union has not imposed sanctions on Kogogin. Tatiana Kogogina, his daughter, has long lived in Austria. Her husband, Dmitry Kuramshin, had been the CEO of the Russian-Austrian joint venture KRAN tcentr KAMAZ OOO ("Crane Centre Kamaz") until 2015.

As noted, KAMAZ is likely to use companies associated with Tatiana Kogogina and Dmitry Kuramshin to organise imports bypassing existing sanctions restrictions.

"In 2021-2023, Tatiana Kogogina worked for PowerLine Handels GmbH, as stated on her LinkedIn page. The company operates in the trade of components for trucks. Similarly, Igor Podvorny, a former employee of KAMAZ, still works for this Austrian company. The managing director of PowerLine Handels GmbH is Artem Martirosyan, who is also associated with several other companies in Austria, including PowerLine Transmission GmbH and PowerLine Automotive GmbH," the investigation says.

The companies of the PowerLine group directly or through intermediaries supply goods and raw materials to the Russian Federation, including to KAMAZ.

Background: The National Agency on Corruption Prevention removed Austria's Raiffeisen Bank from the list of companies sponsoring the war pending consultations due to Austria's position.
