Russian occupation forces likely to attack civilians in Kherson Oblast General Staff

The General Staff of the Armed Forces of Ukraine warns that there is a significant chance that the Russian occupation forces will carry out attacks on and shelling of civilian residents in Kherson Oblast.

[The Russians] sent out messages on the morning of 19 October across the occupied territory calling on residents of Nova Kakhovka to evacuate, claiming that units of the Ukrainian Armed Forces were preparing attacks on the city."

Previously: The Institute for the Study of War reported on 19 October that Russian forces were "setting information conditions" to conduct a false-flag attack on the Kakhovka Hydroelectric Power Plant (HPP) in order to cover their retreat from the right bank of the Dnipro River and prevent or delay Ukrainian advances across the river.
