A Russian sabotage and reconnaissance group shot and killed two civilians from the border village of Andriivka in Sumy Oblast on the morning of Jan. 27, the Sumy Oblast Military Administration reported.

“This morning, the enemy reconnaissance and sabotage group cruelly and cynically shot a brother and sister from the Khotyn community,” the statement said.

The Russians fired at a car with civilians traveling on the road between two villages of the Khotyn community, according to the prosecutor’s office. The 54-year-old man driving and his 68-year-old sister were killed.

The prosecutor’s office initiated a pre-trial investigation into the violation of laws and customs of war, combined with intentional murder.

In light of the incident, the administration urged residents of the border zone to evacuate.

“This process has been ongoing for several months, assistance is provided at every stage,” said Volodymyr Artyukh, the head of the Sumy Oblast Administration.

“Russian terrorists continue to kill the civilian population. By evacuating from dangerous territories, you will save your lives,”
