"The invaders started talking about some volunteer mobilization units and, by the way, noted that these volunteer mobilization units would be part of the troops of the rascist (Russian fascist) federation,” Khlan said.

“And this is the biggest concern of people in the occupied territories,” he added.

Khlan said that the occupying “authorities” are making house-to-house visits to identify men aged 18 to 35, although they are not currently handing out mobilization papers.

"So far, the enemy has not announced any plans, but the main goal is a census of men, and it can be assumed that they plan to use them for mobilization units," he said.

According to Khlan, men may be used as a human shield or as a mobilization labor resource for the construction of fortifications.

According to the Geneva Conventions, it is illegal to conscript or mobilize the populations in an area under military occupation to the occupiers own armed forces.
