Russian occupiers cannot find personnel for the new "administration" of Kherson Oblast, which was moved to the left bank of the Dnipro River in November.

Quote: "The Russians cannot find personnel to work in their occupation administration [in Kherson Oblast - ed.]. So, in fact, the "administration" continues to work in its previous way, with Saldo [Volodymyr Saldo, the Russian-appointed puppet governor of temporarily occupied Kherson Oblast - ed.] imitating some kind of activity and Moscow’s orders that should be carried out by its puppets."

Details: The National Resistance Center emphasises that the occupiers have established a "civilian administration" instead of a "military-civilian" one on the temporarily occupied left bank of Kherson in order to create the illusion of a peaceful life. At the same time, martial law is still in effect in these territories.
