Sacramento parents, students react to Newsom’s in-person learning plan

On Wednesday, Gov. Newsom encouraged schools to return to in-person learning, promising $2 billion in incentives if they state returning by early spring. State leaders created the plan -- in part -- because of more evidence that there are low risks from in-person teaching, especially for young kids.
