Sagamore senior living project developers hope to start soon

SAGAMORE HILLS – Developers of a proposed 140-unit senior living complex on 34 acres surrounding Brentwood Healthcare Center Inc. at state Route 82 and Carter Road hope the project can start in April after the township’s zoning commission recently OK’d revised plans.

The Parkview Senior Living project was proposed more than two years ago, and the township’s board of zoning appeals granted a conditional use permit in February 2022. Companies involved are Pride One of Medina, Donald G. Bohning & Associates of Medina and Grey Fox Capital.

Plans OK’d conditionally Feb. 27 call for 101 one-story units to be built east of Brentwood with two access points on Carter Road and 39 units northwest of Brentwood with an outlet attached to Brentwood’s westernmost access driveway along Route 82.

The property is zoned commercial, but senior residential units are permitted after the township’s zoning commission established a senior housing district in the zoning code in October 2021.

Three types of units are proposed – Canterbury/Windsor (1,300 square feet), Sanibel (1,381 square feet) and Mendoza (1,618 square feet). All have two bedrooms and two bathrooms. Canterbury/Windsor and Sanibel have two-car garages and Mendoza has a one-car garage.

Eric Allen of Pride One said two former medical buildings on the property – formerly owned by the Cleveland Clinic – should be demolished by the end of April, with the first units going up in July, roads completed before next winter and leasing to start before Christmas.

He added about 5,000 cubic yards of debris on the site will be used to provide the base for the handful of roads throughout the complex.

Amenities will include a senior living center with a meeting room, fitness equipment, lockers, a kitchen and the rental office, plus a walking/biking trail, 32 public parking spaces and a 5- to 8-foot wall separating the eastern section from the Brentwood property.

The various units will feature privacy fences, patios, no steps, sidewalks level to the curbless roads, grab bars, additional space in the kitchens, showers with benches. They will comply with ADA standards.

Township legal counsel Jeff Snell said the township will use TIF funds to improve Carter Road after most heavy equipment is done working at the site. Allen added trees have been downed, except some which will remain along the northern boundary.

The zoning panel included six conditions in its plan approval:

(1) The Summit County engineer’s office must give final approval to a traffic study and stormwater plans.

(2) The township would be recorded as a third-party beneficiary prior to issuance of zoning permits, placing a 55-year and older deed restriction on the community.

(3) The panel must approve a final landscaping plan before occupancy permits are issued.

(4) Brentwood Healthcare Center must approve the wall adjacent to the east side of its property.

(5) The Summit County engineer’s office must approve a drainage plan.

(6) Documentation must be provided assuring compliance with the commercial section of the zoning code.

In addition to Allen, other members of the development team on hand at the zoning panel’s Feb. 27 session were Ryan Summers of Grey Fox Capital and Travis Coyne of Donald G. Bohning Associates.

According to its website, Pride One has built multifamily sites in several Northeast Ohio communities, including Cuyahoga Falls, Akron, Fairlawn, Parma Heights and Hinckley.
