Seven-story apartment complex proposed on Rochester's Second Street SW

Apr. 8—Plans to build a seven-story, 131-unit apartment complex on the corner of Rochester's Second Street and Sixth Avenue Southwest were filed with the city on Wednesday.

The apartment complex, called Citywalk Apartments, is being proposed by Wayzata-based 988 Rochester LLC, led by Clark Gassen. The complex is slated to be built at 604 to 612 Second Street, where a small commercial building, the Second Street Villas apartments and the former Just Rite Foods building now stand.

Plans show three floors of underground parking and some on the building's first floor with a total 137 spaces. A pool deck is planned for the second floor.

Gassen is also the developer building a five-story, 122 room Residence Inn by Marriott hotel in Rochester's Riverfront Commons commercial area, off 16th Street Southwest.

Under the 988 Rochester LLC umbrella, Gassen purchased much of the property on that corner for $4.2 million from Cramer Villas LLC of St. Paul in October 2019. The developer does not currently own the 72-year-old Just Rite Foods building. Just Rite Foods closed in 2017.

Plans for the project are in the very early stages of the city process. As a proposed incentive development, it will need to be considered by City of Rochester staff and by the Rochester City Council during public meetings.
