Several road changes planned for new Clover high school site in Lake Wylie area

Two decisions awaiting York County planners involve the Lake Wylie area where a second high school will be built for the Clover School District.

One could nix a new road connection from the school property to West Liberty Hill Road. The other could rename Daimler Boulevard.

The county planning commission will take up both proposals on Nov. 13.

The West Liberty Hill Road connection and Daimler Road name date back 15 years. They are remnants of a deal that never happened, amid new plans to grow the area.

Allison Creek development

York County approved the Allison Creek development in 2008. It came with plans for Daimler Trucks North America to relocate its headquarters from Portland, Oregon, to an area near the headwaters of Big Allison Creek.

The county zoned and planned more than 1,400 acres where homes, businesses and other uses to support Daimler would go. The county built major a thoroughfare through the site and named in Daimler Boulevard. But Daimler never made the move.

Areas set for residential development in the Allison Creek plan are under construction or in the planning stages with projects like Westport, Aberforth at Allison Creek and Avonlea at Allison Creek. Those projects would combine for more than 1,000 homes.

The Clover School District bought property along Daimler to put in a new high school. Recent district plans show a high school and athletics fields with three access points off Daimler. There’s also a road connection from the site to West Liberty Hill, beside space for a planned elementary school.

The Allison Creek plan calls for that road connection between Daimler and West Liberty Hill from what has since become the school district property. The plan envisioned mixed-use property there with up to 175,000 square feet of business space and 600 homes or apartments that the road connection would serve.

For the school site, that connection from Daimler to West Liberty Hill would circumnavigate the high school and its athletic fields. It also would cross a creek requiring a bridge north of the high school and parking areas.

It also could subject some roads used to access school parking areas to cut-through traffic use.

Daimler Boulevard

The county department of public safety notified county planning commission members this month that Daimler Boulevard will be renamed. The proposed new name is Cannonball Run.

The planning commission will hold a public hearing on the proposed name change at its Nov. 13 meeting. There are more than 20 properties with Daimler Boulevard addresses — it runs from S.C. 49 to S.C. 274 in Lake Wylie. Some of those sites are developed, some aren’t and some, like the school district property, are under development now.

The area has a history with cannons.

A Revolutionary War-era iron works not far from the Allison Creek site provided munitions for a host of battle in the region. The road does not appear to be named after the goofy 1981 movie, “The Cannonball Run,” starring Burt Reynolds, Roger Moore and Farrah Fawcett.

According to the notice from public safety, the name change is due to the cancellation of the Daimler move to York County.

The name change would impact the address of the new high school. Community members are determining other details like the name, mascot and colors of the school.

The school district launched and wrapped up public surveys last month asking for suggestions. Surveys asked the same questions for the high school and planned middle and elementary schools.

District leadership should have a final recommendation in February.
