Sexual abuse, flagrant nonsupport among Greenup indictments

Sep. 19—GREENUP — A grand jury in Greenup County indicted 22 people earlier this month.

An indictment is a formal accusation and is not an indication of guilt. Anyone named in an indictment should be presumed innocent unless proven guilty in a court of law.

—Larry A. Rife, of Greenup, was indicted on charges of first-degree sexual abuse by subjecting a victim under 12 years old to sexual contact by forcible compulsion, prohibited use of electronic communication system to procure or promote a minor to engage in sexual or other prohibited activities, tampering with physical evidence by destroying electronic messages sent to a minor child, and tampering with physical evidence, by destroying, mutilating, concealing, removing or altering physical evidence, including a picture of his private area.

—Alexis D. Hale, of Columbus, was indicted on theft by unlawful taking or disposition of moveable property with a value of $1,000 but less than $10,000, first-degree fleeing or evading police, first-degree wanton endangerment, reckless driving, operating on suspended or revoked license and first-degree persistent felony offender.

—Tasha N. Delong, of Ashland, was indicted on second-degree criminal possession of forged instrument.

—Derica A. Stake, of Greenup, was indicted on two counts of first-degree wanton endangerment of a police officer and first-degree wanton endangerment of another victim.

—Robert Wampler, of South Shore, was indicted on prohibited use of electronic communication system to procure or promote a minor to engage in sexual or other prohibited activities, first-degree sexual abuse for fondling breast of a minor under 18, first-degree sexual abuse for subjecting a minor under 18 by fondling and digitally penetrating her private area.

—Brandon A. Rauh, of Flatwoods, was indicted on first-degree strangulation, tampering with a witness, and second-degree persistent felony offender.

—Shawn M. Russell, of Huntington, was indicted on theft by failure to make required disposition of property with a value of $1,000 or more.

—Jannette L. Russell, of Huntington, was indicted on theft by failure to make required disposition of property with a value of $1,000 or more.

—Kelli A. Tackett, of Greenup, was indicted on theft by extortion of $1,000, and tampering with physical evidence.

—Billy Oshea Finley, of Richmond, was indicted on theft by unlawful taking or disposition of moveable property with a value of $1,000 but less than $10,000, and first-degree persistent felony offender.

—Kristina L. Lockett, of Garrison, was indicted on first-degree bail jumping.

—James J. York, of Wurtland, was indicted on first-degree fleeing or evading police and second-degree persistent felony offender.

Flagrant nonsupport is committing an offense by failing to provide support for his/her minor child/children, pursuant to court order, which he/she can reasonably provide and which he/she knows he/she has a duty to pay money.
