Shenandoah Valley school board adopts 2023-24 budget; tax rate stays same

Jun. 2—SHENANDOAH — The Shenandoah Valley School District approved its final operating budget for the 2023-24 school year with no increase in taxes.

The school board on Wednesday approved the budget at $24,039,626, down from the 2022-23 budgeted expenses of $24,146,077.

The budget keeps the tax rate at 56.975 mills for the next fiscal year.

Shared real estate and wage taxes also remain the same at 1%. There is also a $5 local services tax and a $5-per-ton ash disposal tax.

Also at the meeting, Superintendent Brian K. Waite recognized the efforts of five retiring staff members: Julie Buchinsky, Delores Gallo, Donna Lally, Barb Cuff and Ron Thomas.

"Each staff member has been dedicated to the betterment of the Shenandoah Valley School District," Waite said in his report. "We wish each of you the best in your future endeavors, knowing you will forever be a Blue Devil."

The board also approved the following agenda items:

—Increased the committed fund balance to $6,368,000, including $3,230,000 for future capital improvements.

—The cash transfer of $20,000 from the cafeteria account to the summer lunch account.

—Appointed Leslie Gilroy as board treasurer for 2023-24 at the annual stipend of $1,200, along with annual bonding.

—Approved the resignation of an employee, along with an agreement between the district, the Shenandoah Valley Education Association and the employee regarding the resignation.

—Recommendations to hire, pending receipt of clearances, Britney Bidding, elementary music teacher, at a salary of $41,800; and Melissa Litwhiler, autistic support teacher, at a salary of $57,540.

—The appointment of M&T Bank and First National Bank as official 2023-24 school depositories.
