A small park in a high-profile Bay View location is getting a makeover financed by a neighboring development.

Zillman Park, which now has green space, benches and a historic marker, will have paved space added to host events such as farmers markets and music performances.

It also is getting additional green space to help handle storm water run-off from the increased paved space, as well as outdoor seating walls and other play equipment for kids to climb.

Those changes will be paid with $930,000 in property tax revenue generated by Kinetik Apartments, which opened in 2020 at 2130 S. Kinnickinnic Ave., just north of Zillman Park.

The Milwaukee Common Council and then-Mayor Tom Barrett in 2019 approved a tax incremental financing district that included Kinetik, developed by New Land Enterprises, to help finance the park's improvements.

That project then carried a $500,000 cost estimate − mostly for children's play equipment.

But, after hearing comments from Bay View residents, the Department of City Development revised the plans to focus on the event space and less-traditional play equipment.

That play equipment doesn't have to be swings or sliding boards, said Ald. Marina Dimitrijevic, whose district includes Bay View.

Dimitrijevic, herself the mother of young children, said kids "like to climb and have wood structures and natural structures."

She made her comments to the council's Zoning, Neighborhoods and Development Committee, which recommended the proposed funding increase. The full council is to review that plan at its May 9 meeting.

Dimitrijevic also said Zillman Park has a key location in Bay View, which is undergoing a revision to its larger neighborhood plan.

"It's really the gateway into the Bay View neighborhood," she said.
