Stark County's Neal Messer Elected Vice President in NDCCA Leadership

Oct. 18—BISMARCK — County commissioners from various corners of North Dakota collaborate closely to address the unique challenges faced by their respective communities. The network of support and knowledge-sharing among commissioners is a long-standing strength of local governance and highlights the dedication of those who serve their communities diligently. When confronted with new challenges, commissions often turn to their fellow commissioners for guidance and shared experiences, reaffirming commitment to the well-being of North Dakota's counties and their residents.

In a pivotal gathering of county representatives from across North Dakota, the North Dakota County Commissioners Association (NDCCA) convened on Monday, Oct. 9, to select its new leadership for the upcoming term spanning 2023-2024. The meeting witnessed the election of prominent figures who will spearhead the NDCCA's initiatives in the coming year.

The NDCCA, an organization established in 1905, plays a vital role in advocating for county issues and liaising with all branches of the state government on behalf of North Dakota's 231 county commissioners, representing 53 counties.

The newly appointed officers on the NDCCA Board of Directors are set to steer the course for the organization in the forthcoming year:

* Joan Hollekim, Mountrail County: Assuming the position of President, Joan Hollekim brings her vast experience and insights from Mountrail County to the leadership role.

* Neal Messer, Stark County: Stark County's Neal Messer was elected as the Vice President, cementing his commitment to the association's mission.

* Glenda Collier, Eddy County: Serving as Treasurer, Glenda Collier of Eddy County will be instrumental in managing the financial aspects of the NDCCA.

* Chad Peterson, Cass County: Former President Chad Peterson of Cass County will continue to contribute his wisdom and knowledge as the Past President.

In addition to the officer elections, the NDCCA welcomed two new members to the Board of Directors:

* Andy Zachmeier, Morton County

* Tracey Dolezal, Dunn County

Furthermore, two incumbents were re-elected to continue their service:

* Cory Hanson, Williams County

* Jim Kapitan, Cass County

Jason Arth, Sargent County, joined the board in May 2023, filling an open position. These board members, both old and new, will collaborate to address the unique needs and challenges faced by North Dakota's counties.

The NDCCA also highlighted the importance of Ex-Officio members, who play essential roles in representing the association in broader contexts:

* Perry Turner, McIntosh County: Perry Turner serves as the National Association of Counties Board of Directors representative, bringing a national perspective to county affairs.

* Scott Ouradnik, Slope County: Scott Ouradnik was re-elected as North Dakota's representative on the Western Interstate Region Board of Directors, linking the state's interests with the larger regional landscape.

The NDCCA's primary role is to ensure that the voices of North Dakota's counties are heard and respected at both the state and national levels. With these newly elected officials and board members, the NDCCA say it is poised to continue its vital mission, serving as the unwavering advocate for the needs and concerns of counties across the state.
