State Medical Board of Ohio suspends license of Dover plastic surgeon

COLUMBUS ‒ The State Medical Board of Ohio has suspended the license of Dr. David M. Hartman, a Dover plastic surgeon.

The board issued its ruling on Aug. 9, determining that his continued practice "presents a danger of immediate and serious harm to the public." He is no longer authorized to practice medicine and surgery in Ohio.

Hartman, 63, was accused of violating rules in treating 10 patients, including one who spent a night in a hospital intensive care unit after getting a tummy tuck accompanied by fat removal from her abdomen and flanks.

After the patient noticed excessive blood loss, she fainted and went by ambulance to the hospital, where she was given a blood transfusion, intravenous fluids and antibiotics. She was diagnosed with low blood pressure, low blood plasma volume and syncope, or fainting.

Summary details treatment of three patients

The Notice of Summary Suspension details his treatment of three patients, questioning his treatment and noting that he had made inappropriate comments not related to the treatment that he provided. The document states that his acts "constitute '[a] departure from, or the failure to conform to, minimal standards of care of similar practitioners under the same or similar circumstances, whether or not actual injury to a patient is established.'"

According to the notice, Hartman is entitled to a hearing on the matter. He can make a written request for a hearing, which must be received by the State Medical Board within 30 days of the mailing of the notice.

His attorney, Eric J. Plinke of Columbus, did not respond to a request for comment.

Hartman maintains an office at 335 Oxford St. in Dover under the business name Fine Arts Skin & Laser.
