Julie Stewart won a seat Tuesday on the Altoona City Council, with 34% of the vote, but Jerry Evans and incumbent Vernon Willey II will be in a Dec. 5 runoff to determine who joins her.

In unofficial results, Evans had 23% of the vote and Willey, 18%. Neither garnered enough of the vote to meet Altoona's election threshold for an outright win.

Stewart, 56, will be serving her first term in elected office. Evans, 61, also is seeking his first term. Willey, 73, served on the council from 2016-2019 and returned to office in 2020.

Incumbent Mayor Dean O'Connor, 58, who has served since 2018, was re-elected without opposition.

Also seeking council seats were Chad Ratashak, 32, who finished with 15% of the vote, and Jeni Kadel, 38, who received 9%.
