Stockton Police Department releases video of the fatal HQ shooting on Dec. 8

The Stockton Police Department has released video of the Dec. 8 officer-involved shooting where a man was fatally shot in the parking lot of the police Operations Building at 22 E. Market St.

According to police the man, identified as Angelo Weitz, 42, of Stockton, by the San Joaquin County Medical Examiner’s Office, had fired a gun at police.

Stockton police published on Jan. 12 an edited video, including clips of the Operations Building cameras, officer body cams and excerpts from the two 911 calls.

Fatal shooting: What police report happened on Dec. 8

Before Weitz was identified, the Stockton Police Communications Center received two calls related to his encounter with police the night of Dec. 8. The first caller reported a man firing a gun in the front parking lot of the Operations Building at 8:33 p.m..

The second caller also reported a man firing a gun outside Stockton Police Department. Six officers responded and walked out of the building through the front lobby doors, Stockton Police stated in the video’s text slides.

An armed Weitz reportedly obeyed officers' orders to lay on the ground but did not drop his gun. He then stood and ran toward the police. Five out of the six officers on scene opened fire. Suffering fatal shots, Weitz was later pronounced deceased on scene.

Investigators found one round still loaded in Weitz’s Colt handgun after the weapon was retrieved from the scene. “No officers were injured during this incident,” Stockton police said in the video.

What the video shows

Though the video is publicly posted on Stockton Police’s Facebook page, viewer discretion is advised.

The video shows Weitz parking his car outside the Police Department on Market Street. He then appears to be firing a gun in the air as he walked towards the Operations Building.

Shirtless, Weitz is seen walking up to what looks like the building’s front entrance, gun apparently still at hand. The video then cuts to show Weitz back in the parking lot area when he is illuminated by bright light.

This portion of video has no sound, but shadows of who could be the police officers are seen in the beam of light as Weitz starts to lay down on his back. He then flips to his stomach right before standing up and running towards the light.

The video then blurs Weitz at the minute 4:06 mark, as flashes in the bright light beam could be the shots officers fired at him.

The Stockton police video posted on Facebook then continues to show the footage from two of the officers’ body worn cameras.

In the first officer’s footage, screams can be heard at about the 5-minute mark saying “matarme, matarme ya,” in Spanish (translates to “kill me now”).

The second officer’s body camera footage shows them holding a flashlight – one of the bright light beams – that was illuminating Weitz. This second angle shows where Weitz stood up and charged officers while screaming. He is blurred as many gunshots are heard.

Both — a multiagency investigation and internal department use of force review — continue to be active investigations, Stockton Police stated at the end of the video.

"It is still an active multi-agency critical incident investigation," said police spokesman Officer Joe Silva on behalf of the Stockton Police Department on Friday, Jan. 14. "Whether the man had known mental health issues is part of the investigation," he said.
