Strangulation, evading police among Boyd indictments

Oct. 5—CATLETTSBURG — A grand jury in Boyd County indicted multiple people this week, ranging from wanton endangerment to sexual abuse.

An indictment is a formal accusation and is not an indication of guilt. Anyone named in an indictment should be presumed innocent unless proven guilty in a court of law.

—Landon K. White, of Ashland, was indicted on seven counts of wanton endangerment. Bond has been set at $70,000.

—Tiffany Thacker, of Ashland, was indicted on second-degree burglary. Bond is $50,000.

—Karen A. Castle, of Catlettsburg, was indicted on theft by unlawful taking, auto, over $1,000 but less than $10,000.

—Walter S. Estep ll, of Greenup, was indicted on three counts: first-degree sexual abuse, use of a minor by electronic means, and first-degree unlawful transaction with a minor illegal sex act, under 16 years of age.

—Samuel Elliott, of no listed address, was indicted on first-degree strangulation, two counts of first-degree wanton endangerment and intimidating a participant in a legal process.

—Paul R. Cole, of no listed address, was indicted on failure to comply with sex offender registration, his first offense.

—Brandy G. Owens, of Ashland was indicated on four counts: public intoxication of a controlled substance, first-degree, second-offense possession of methamphetamine, possession of marijuana, and drug paraphernalia buy/possess.

—Donavan P. Smith, of Louisville, was indicted on no/expired registration receipt, failure to produce insurance card, first-offense failure of owner to maintain required insurance/security, first-offense operating motor vehicle under influence of substances, third-degree trafficking in a controlled substance (drug unspecified) and first-offense trafficking in heroin. Bond has been set at $75,000.

—Steven M. Adkins, of Ashland, was indicted on resisting arrest, third-degree assault of a police/probation officer, third-degree escape from a police cruiser, first-degree fleeing or evading police on foot, and theft by unlawful taking or disposition all others.

—Corey Smith, of Ironton, was indicted on public intoxication of a controlled substance, first-degree, second-offense possession of methamphetamine, first-offense possession of a prescription controlled substance (not in original container) and drug paraphernalia buy/possess.

—Jibri O. Russell, of Ashland, was indicted on disregarding traffic control device/light, second-offense operating motor vehicle under influence of alcohol, first-degree fleeing or evading police by motor vehicle, possession of marijuana, first-offense driving on DUI-suspended license with aggravating circumstances and first-offense failure of owner to maintain required insurance/security.

—Zachary R. Short, of Franklin Furnace, Ohio, was indicted on first-offense possession of methamphetamine.

—Martez Foy, of Ashland, was indicted on first-degree persistent felony offender. Bond has been set at $50,000.

—Randall L. Bowen, of Ashland, was indicted on first-degree trafficking in carfentanil or fentanyl derivatives. Bond has been set to $100,000.

—Randall D. Hicks, of Flatwoods, was indicted on first-degree persistent felony offender. Bond has been set to $50,000.
