Ten indicted in Virginia over Irvo Otieno's death

STORY: Ten people, including police officers and hospital staffers, have been formally indicted after graphic surveillance video showed Virginia deputies restraining a Black man moments before he died in a mental health facility.

Irvo Otieno was admitted to Central State Hospital in Petersburg, Virginia on March 6, according to the Dinwiddie County Commonwealth Attorney's Office, which released the footage of the altercation.

The video first showed the 28-year-old being carried into a room. He was later pinned down by as many as 10 deputies and medical workers, with his legs shackled and his arms held behind his back. Others in the room stood and watched the encounter.

Later the video showed Otieno slumped over and motionless. Officers then tried to resuscitate him but failed.

A preliminary report by medical examiners said Otieno died of asphyxiation.

Authorities have not said why Otieno was in custody or why he was transferred to a mental health facility. His family demanded justice and mental health reform.

Otieno's death was the latest example of a Black man dying during a violent encounter with law enforcement.

The ten officers and health workers were charged with second-degree murder.
