Request a mail-in/absentee ballot

If you want to vote absentee, you must confirm you qualify under Tennessee's absentee eligibility list.

Those eligible include voters aged 60 or older, military members, overseas citizens, students at accredited colleges outside of their registered county. People who are hospitalized, ill or physically disabled and their caretakers can also be eligible for absentee status.

A full list of eligible people is available on the Secretary of State's website.

You must first be registered to vote before requesting an absentee ballot no earlier than 90 days and no later than seven days before an election.

This request must be submitted to the local county election commission office.

Tennesseans must submit an absentee ballot request by mail, fax or email. You can use this form or a written request including all of the following:

  • Name of the registered voter

  • Address of the voter's residence

  • Voter's Social Security number

  • Voter's date of birth

  • Address to mail the ballot

  • The election in which the voter wishes to participate. If the election involves a primary, the political party in which the voter wishes to participate.

Other forms of photo ID such as college IDs, driver's licenses from other states and library cards are not eligible.

Can I vote with expired ID in Tennessee?

Yes, if your Tennessee or federal photo ID has technically expired, you can still use it to vote.

The one exception is if you're a first-time Tennessee voter with an expired, but eligible, ID. In that circumstance, the voter must present a government document that shows the voter’s name and address, such as a utility bill, bank statement or paycheck.
