Thrive West Central awards $616K in ARPA dollars, investing in 97 housing units

Feb. 16—Homes For The Future recently awarded $616,000 in ARPA dollars, investing in 97 housing units totaling $20,309,916 for private housing development. The program is administered through Thrive West Central and focuses on producing quality, age-friendly homes throughout Vigo County through new housing units and the rehabilitation of blighted properties.

This was the program's third round using ARPA funding. This program funding helps builders and developers cover the gap with increased infrastructure costs. Awarded projects are:

—Thrive Alliance: The Heritage Landing Senior Living Heritage Landing is a senior housing development to be constructed at North 25th and Locust streets. Sixty-four new construction, affordable senior apartments will include 24 one-bedroom and one-bath units, and 40 will include two bedrooms and one bath. This build will reflect several amenities, such as exercise and rooftop gathering areas. A city ARPA investment of $245,000 resulted in a private investment of $13,754,916 into the project.

—Southard Homes LLC: Southard Homes proposes to build 15 detached single-dwelling homes. These homes will be around 1152 square feet. They will be located on city lots owned by the redevelopment office and Southard Homes. They will contain three bedrooms and two full bathrooms, totally electric with energy-efficient appliances. The target market value of these homes will be $150,000 to $160,000. A city ARPA investment of $147,000 will result in $2,100,000 of private investment.

—MX LLC: The Hilton Hills project was awarded $224,000 to bring 18 workforce development housing units to the Springhill Drive area in its Phase 2 development. The single-story homes will have two to three bedrooms with attached garages, ranging from 1,200 to 1,500 square feet. These homes will sell for $195,000 to $300,000 each. This multi-phase buildout will ultimately include 100 homes. Phase 2 is a private investment of $4,455,000 with a county ARPA investment of $224,000.

The initial READI Homes For The Future Program still has a small amount of funding remaining, which is eligible for projects in Clay, Parke, Sullivan, Vermillion and Vigo counties.

The Request For Proposal is an online, monthly rolling application until all funds have been allocated. Applications will be reviewed and awards will be made monthly.
