TIF agreement OK’d for new Northfield Center Twp. dentist office
NORTHFIELD CENTER – Township trustees on Nov. 7 approved a public improvements tax increment equivalent fund (TIF) agreement for the deposit of service payments in lieu of property taxes for a property at 80-98 W. Aurora Road.
The agreement is with NDG Realty LLC, which plans to construct a 6,732-square-foot dentist office on the property a few hundred feet west of Township Hall. The Nordonia Hills school district previously OK’d a compensation agreement.
The township recently issued three building permits for future work at the site. One is for the demolition of a storage building.
Under the Ohio Revised Code, money is distributed to the Nordonia schools and Cuyahoga Valley Career Center in an amount not to exceed that of real estate taxes they would have received if they were not exempt from taxation.
The resolution adopted allows public infrastructure improvements to be made that benefit the parcel and declare them a public purpose, thereby authorizing the exemption from real property taxation and collection of service payments for 30 years.
The resolution states development of the property “benefits the township by creating economic opportunities, increasing employment opportunities, enlarging the property tax and income tax bases and stimulating collateral development.”
Two TIF agreements that were approved by trustees in June 2021 were for Villa Franca Realty LLC (doing business as Dunkin Donuts) and Jiffy Lube International, which were constructed and opened just to the west of the Crossings at Golden Link.

Also on Nov. 7, trustees approved the annual renewal of Ohio Township Risk Management Authority property, general liability, legal liability and public officials wrongful acts insurance at a premium of $43,960.
The purchase of 200 tons of road salt from Cargill was approved at $59.17 per ton for a total of about $12,000, and Sharpscapes Inc. was hired to mow the lawn at 9097 Pleasantview Drive after a notice of zoning violations was not responded to by the owner.
The cost of the latter will be assessed to the owner’s 2024 property tax bill.
Trustees adopted and will implement procedures set forth in sections of the Ohio Revised Code to facilitate the effective reutilization of nonproductive land in the township.
Trustees OK’d a five-year service agreement with Spectrum for fiber internet at the safety center/administrative offices building being erected at 8484 Olde Eight Road. The $950 per month charge begins this month.
At a special meeting Oct. 28, trustees OK’d switching phone/fax service with Verizon and Kinetic Business from 60 W. Aurora Road/9546 Brandywine Road to the new building.
Three change orders with Infinity Construction, the contractor for the new safety center/administrative offices building, also were approved.
One is for technology and power changes (conduit in walls) at an additional cost of $16,591, another is for kitchen stove and millwork counter changes for $1,093 and the last one is for egress windows and fire glass changes for $9,749.
Interim Township Administrator Jim Honsberger said the windows changes relate to the safety of persons using the dorm rooms and include credit for old windows pulled out of the plan.
Honsberger said the building is substantially complete, with interior work progressing. Paving is scheduled soon. The arrival of some items needed for the completion of firehouse overhead doors and a backup generator has been delayed.
“We hope to be in the building by the end of December, with doors open to the public in early January 2023, but that is somewhat dependent on completion of the above items,” he said. “We should know more definitely in the next couple of weeks.”
Fire Chief Brian Ripley said he believes smoke detectors should be located in a multi-purpose room outside the coffee area/file room. Trustee Russ Mazzola said Summit County will be contacted to get clarification about such requirements.
Township officials are seeking suggestions from the public as to what to do with the old Township Hall after the new building is occupied. Emails can be directed to Judy Flauto or Honsberger via the township’s website.
At a recent joint trustees/zoning commission work session, zoning panelist Dan Schade said the panel is reviewing the zoning code chapter by chapter, and an updated code could be proposed.
Trustee Rich Reville said the code was last revised in 2005-06. Several work sessions took place prior to those revisions, and Schade said public hearings must take place prior to the trustees’ final approval of a code rewrite.
Trustees and panelists decided the board of zoning appeals will complete new versions of conditional use/variance application forms and the zoning panel will update other township application forms. Revisions will be reviewed by attorneys.
Trustees have scheduled a special meeting for Nov. 21 at 6 p.m.
