Who is on Tolleson City Council? What to know about the members

The Tolleson City Council is comprised of six members who serve four-year terms. Here's what to know.

Vice Mayor Lupe Bandin

Vice Mayor Lupe Leyva Bandin has served on the Tolleson City Council since 2014. A lifelong resident of Tolleson, she started working in public school finance in 1979 and retired as director of finance for the Tolleson Union High School District in 2008.

Bandin is a member of the Arizona League of Cities and Towns and the National League of Cities. She is married to George Bandin, and together they have four children and one grandchild. Her term will expire in 2025.

Councilmember Clorinda Erives

Councilmember Clorinda Erives was first elected to the City Council in 2009. She just began another term, which will expire in 2027.

Erives has been a public school educator since 1995. She served on the Tolleson Elementary School District #17 Board and was president of the Tolleson Woman's Club, Inc.

Erives is a second generation Tolleson native. She and her husband Octavio have two daughters.

Councilmember Jimmy Davis

Councilmember Jimmy Davis was appointed to City Council in 2020 after Juan Rodriguez resigned from the council to run for mayor. Davis owns a performing arts studio, Jimmy Davis Music, and is involved in the arts community around the Valley.

Davis was reelected in 2022. His term will expire in 2027.

Councilmember Adolfo Gamez

Councilmember Adolfo Gamez is a former mayor of Tolleson. He has served on the City Council for nearly 20 years.

Gamez was reelected in 2020. His term will be up in 2025.

Councilmember Linda Laborin

Councilmember Linda Laborin was first elected to City Council in 2001. Her current term will expire in 2027. She has been involved in several initiatives, including the 91st Avenue project, the recycling program for the city, and the construction of a LEED-certified fire station and police and court center.

Councilmember Laborin worked for the Tolleson Elementary Schools for 20 years. She is a Tolleson native and has five children, 15 grandchildren and 19 great-grandchildren.

Councilmember Cruzita Mendoza

Councilmember Cruzita Mendoza was elected to City Council in 2023 to fill a vacant seat following the death of her husband, Albert Mendoza. Her current term will expire in 2025.

Mendoza has over 35 years of experience within the Tolleson Union High School District #214 and is currently the facilities management supervisor, overseeing 105 employees. She formerly served on the city's Planning and Zoning Commission.

Mendoza has two sons with her late husband.
