TWINSBURG – The city will spend $1.72 million on a new Pierce Velocity 107-foot ladder tandem T3 fire truck after Council approved the purchase Oct. 25.

The truck will be bought from Atlantic Emergency Solutions Inc. of Virginia and will replace a 2000 Ferrara 109-foot ladder truck.

Council passed the fire truck purchase legislation on emergency so paperwork can be completed and the deal finalized before Nov. 1, when the truck’s cost will rise by more than $93,000. Delivery of the truck is not expected until late 2025.

Meanwhile, a contract also was awarded to RSP Systems of New York City for the repair and maintenance of a microturbine at the wastewater treatment plant. The five-year contract will cost $67,200.

The current contract expired Oct. 31. Public Works Director Chris Campbell said the city purchased the microturbine from Capstone Turbine Corp.

“The microturbine requires periodic and routine maintenance, and Capstone requires its products to be repaired and maintained by authorized dealers only,” said Campbell, noting RSP is the only authorized dealer in Ohio.

Council backed up the planning commission’s recommendations to grant conditional use permits for two businesses.

One will allow a home occupation so Mark Nicastro of Rawhide Firearms can engage in firearms sales at his Pine Bark Place home. The other will allow outdoor storage at 8589 Darrow Road, where XTRA Lease plans to operate a semi-trailer rental/leasing business.

Councilwomen Karen Labbe and Daisy Walker voted “no” on the Nicastrp permit. Nicastro said sales are accomplished by appointment only, with no walk-in business done. He added there is no sales room and no ammunition will be sold.

Nicastro said he is fully accredited and covered by insurance, and firearms are stored under tight security. “Firearms safety and education of prospective buyers are two important aspects of my business,” he said.

A site plan for location of a fire training area on the fire department’s grounds at 10069 Ravenna was OK’d, and Council did not oppose a liquor permit transfer for Michael’s Sandwiches & Cafe at 10071 Darrow Road.

However, Councilman Scott Barr voted “no” on the latter.

Council sent to third reading an ordinance which would allow the lands and improvements in Whispering Woods Phase 3 to be dedicated for public use, along with a maintenance guarantee and reduction of the developer’s performance guarantee.

Before approving the dedication, city officials are looking into some concerns that the subdivision’s residents have expressed about work which hasn’t been completed by the developer.

Councilman Greg Bellan, reporting for on-leave finance director Sarah Buccigross, said income tax collections were down about $197,000 in September compared to last year, but are up 6 percent to $20.8 million for the first nine months of 2022.

Councilman David Post announced residents are invited to a presentation called “Think Globally, Act Locally” on Nov. 9 at 6:30 p.m. at the Twinsburg Public Library.

The environmental commission is the host. The program will focus on recycling and water stewardship. Environmental commission chairman Chuck Bonacci and Twinsburg High environmental science teacher Cynthia Kurt will speak.

According to a post on the city’s website, “The goal is to provide a better understanding of the ‘what,’ and more importantly the ‘why,’ and how the public can make a more positive impact together.” A question and answer session will follow.
