Twinsburg Twp. reorganizes for 2023; rezoning likely on Hadden Road

TWINSBURG TWP. — Heading into the new year, township trustees approved the organizational resolution for 2023, which spells out employees’ duties, salaries, trustees’ meeting dates, holidays, policies and operational procedures.

James Balogh will serve as chairman of the trustees this year, with Jamey DeFabio as vice chairman. Thomas Schmidt is the third trustee, and Tania Johnson will continue as fiscal officer. Balogh’s term is up at the end of this year, while Schmidt’s and DeFabio’s expire at the end of 2025.

Rob Kagler will remain as township administrator at a salary of $6,226 biweekly. Trustees amended Kagler’s employment agreement by allowing additional one-time compensation of $12,000 for 2022, with that amount not subject to OPERS withholding.

Anna Knoch will continue as office administrator, Felicia Harris is administrative/zoning assistant and Todd Johnson is service coordinator, while other employees are Chris McCabe, deputy service coordinator/fire prevention officer; Jim Nader, Jim Favitta and Kevin Luskin, service assistants; and Terry Travis, code enforcement officer.

Serving on various panels are the following:

  • Zoning Commission – Keith Harris, Dan Richner, Karlie Newton II, Franklin Myles, Matthew Woods and alternates Richard King and Elliot Dworkin.

  • Board of zoning appeals: Gus Frangos, Bryan Wahl, Tom Rummel, Bob Ross, Brad Geller and alternates Steve Sciortino and Jeff Gorski.

  • Water district board: Rich Bissell, Karen Baker, Don Marshall, Richner, Sciortino and alternates Matthew Woods and Andrew Gordon.

  • JEDD board: the three trustees, plus Dale Lumby as alternate; records commission – Balogh and Johnson; Summit health district – Balogh and DeFabio (alternate).

  • Kimble transfer station advisory board: Kagle.

  • NEO Regional Sewer District suburban council – Kagler and Schmidt (alternate).

  • Twinsburg Chamber – Kagler and Schmidt (alternate).

  • Western Reserve Cable Consortium – Balogh and Schmidt (alternate).

  • Darrow Road Condominium Owners Association board – Kagler.

Alfred E. Schrader and the law firm Roderick Linton Belfance are the attorneys of record representing the township in various active and pending legal matters.

Regular trustees meetings will take place on the second Wednesday of each month at 6 p.m.

Rezoning proposed

At the township’s zoning commission meeting Jan. 3, members sent to the trustees a recommendation to rezone 44 acres of the former Dr. Bahman Guyuron property from interchange mixed use to R-3 residential.

The trustees’ next meeting is Jan. 11, at which time they could authorize the rezoning.

The action would apply to 44 acres and 49 parcels just south of East Aurora Road and east of Hadden Road, where North Park, South Park and East Park drives are being reconstructed. The Summit County Planning Commission reviewed and recommended the rezoning.

Last summer, 80 acres of Guyuron’s former land was acquired by the West Creek Conservancy. Most of it will be preserved, but some homes will be built along the three streets.

The IMU district was created in 2008 and Guyuron had proposed commercial or industrial development there, but that never came to fruition.

Kagler told the zoning commission in November that when the conservancy began talks to acquire the land, residential uses were added to the IMU district, and the commercial/industrial uses remained.

“The end goal is to remove those other uses and keep it residential so the homes can be built,” Kagler explained. “The conservancy has consented to allow that to happen. Thus, the chapter of the zoning resolution creating the IMU district would be repealed.”

Kagler said the vast majority of the lots along the three streets will be 80 feet wide, which complies with regulations set forth for the R-3 district.

In November, zoning panel chairman Keith Harris said he is all for the change.

“This is brilliant. We’ve had a long fight with the previous property owner, and I think this plan fits in perfectly with the neighborhood’s [Twinsburg Heights’] plans,” he said.
