ALIQUIPPA – Two men ― Jeffrey Lamont Alford, 27, of New Brighton, and Rico Ramone Rodgers, 22, of Aliquippa ― are each charged with criminal homicide, and possession of a prohibited firearm, in a fatal 2020 city shooting.

According to the police report, at approximately 4:35 p.m. Nov. 24, 2020, officers were called to the intersection of Wykes and Davis streets, for a report of a male who had been shot and was not breathing.

The man, Curtis Flowers III, died at the scene.

Police later recovered 15 9mm spent shell casings near the intersection of Wykes and Scott streets, with later lab testing revealing the rounds were fired from two separate firearms.

State police said after reviewing video surveillance and conducting multiple interviews with cooperating witnesses, they were able to determine a timeline and chain of events for the incident.

Court papers say between 4:30 to 4:33 p.m., Flowers made calls to have an individual give him a ride and to meet him at Wykes and Davis streets.

Surveillance footage later shows Flowers walking towards the meeting location when someone yells at him, and then multiple gunshots are heard, with a witness stating they saw two males run towards the intersection of Wykes and Scott streets, with another witness stating they saw the pair shooting at Flowers.

Court papers state the second witness identified Alford as one of the men involved via a photographic lineup.

On Feb. 6, 2021, Rodgers was interviewed by state police. They said Rodgers told them there was a “bounty” on his head, and that his parole officer had stopped at his house regarding the death of Flowers.

Court papers state Rodgers told police he was at a residence on Wykes the day of the homicide.

Rodgers said he and two other individuals saw Flowers walking on Wykes. He said he and an “other dude,” walked up Wykes, with the individual dropping his phone, picking it up, yelling at Flowers, and firing a gun at Flowers.

Rodgers claims he did not have a gun on him that day and did not pull the trigger.

Court papers state the two of them ran away from the scene, with Rodgers saying if he was going to shoot Flowers, he would have checked to make sure he was dead.

Both Rodgers and Alford were placed in the Beaver County Jail and denied bond.

Rodgers previously pleaded guilty to a felony stolen property charge in 2019, making him ineligible to possess a firearm.

He also is awaiting trial at the Beaver County Courthouse regarding the fatal Jan. 25, 2021, shooting in Aliquippa that led to the death of 20-year-old Karon Thomas.
