The U.K. government on Monday dropped plans to cut income tax for top earners, part of a package of unfunded cuts unveiled only days ago that sparked turmoil on financial markets and sent the pound to record lows. In a dramatic about-face, Treasury chief Kwasi Kwarteng abandoned plans to scrap the top 45% rate of income tax paid on earnings above 150,000 pounds ($167,000) a year, a policy that had drawn near-universal opposition. The pound rose after the government U-turn, trading at $1.13 — just over the value it held before the government’s calamitous budget announcement on Sept. 23.

Wade earlier this year. The announcement came 100 days after the Supreme Court ruling that stripped away constitutional protections for abortions, allowing states to ban the procedure. Illinois didn't institute an abortion ban, but neighboring Missouri, Kentucky and Tennessee did, along with several other states in the South and Midwest.

The bodies of Russian soldiers were lying in the streets of a key eastern Ukrainian city on Tuesday, evidence of a hasty retreat that marked a new military defeat for Moscow as it struggles to hang on to areas it illegally annexed last week. Russia’s upper house of parliament rubber-stamped the annexation of four Ukrainian regions on Tuesday, following “referendums” that Ukraine and its Western allies dismissed as illegal and fraudulent. Responding to the annexation move, Ukrainian President Volodymyr Zelenskyy has formally ruled out talks with Russia.
