Ukraine’s automated corruption scans uncovered potential hidden assets in 1,000+ officials – NACP

Out of 800,000 declarations, an electronic monitoring system identified more than 1,000 cases of illicit enrichment and unjustified assets, the former head of the National Agency on Corruption Prevention (NACP) Oleksandr Novikov told Radio NV in an interview on Jan. 16.

"Unjustified assets means information about enrichment not supported by income, up to 8 million hryvnias ($211,272), and illicit enrichment is over 8 million, which already means a criminal proceeding," the former official said.

“We recover up to 8 million with our colleagues from the Specialized Anti-Corruption Prosecutor's Office through the court. In cases of over 8 million, we work with NABU or other law enforcement agencies, with confiscation of property and criminal punishments.”

The NACP reinstated public access to the register of declarations on Dec. 10. However, it warned that some declarations had been removed from public access.

"The removal of documents from the public part of the Register of Declarations is possible even after its opening until the end or lifting of martial law in Ukraine, but in this case they will be in the public domain for some time," the NACP said.

Deputy Head of the NACP Artem Sytnyk said in December that the entire array of declarations would be subjected to verification using an automated procedure with the help of IT solutions. If this verification does not reveal any inaccurate data or unjustified enrichment, the declaration will be considered to have passed the automatic verification and will have a low-risk factor.

If, however, the automatic verification reveals declarations with a clear discrepancy between expenses and income, or property that is not justified by income, such declarations will have a high-risk factor.
