Ukraine to initiate 2 UN resolutions on "Peace Formula" and Russian accountability

In 2023 Ukraine hopes to have the UN General Assembly vote on two resolutions: one based on President Volodymyr Zelenskyy’s 10-point "Peace Formula" plan and the other holding Russia accountable for the war against Ukraine.

Quote from Dzhaparova: "So these are the two main resolutions that we will focus our diplomatic effort around this year. Number one step: in February this year, [the] peace formula. And the second one will be accountability."

Details: Dzhaparova said that an emergency special session of the UN General Assembly could be convened to adopt the resolution based on the "Formula for Peace" proposed by President Zelenskyy during last year’s G20 summit. The resolution on accountability will be considered later this year.

Dzhaparova explained that Ukraine will agree on the text of the peace formula resolution with a number of its partners: "The idea is really to consolidate the very idea of the Peace Formula, its clauses, its vision and philosophy. So we hope that it will be considered at the end of February on the occasion of the anniversary of the full-scale invasion."

Dzhaparova believes that the Peace Formula is very straightforward and complies with the UN Charter.

"We are very much committed to any peace negotiation that comes and brings us to one result: territorial integrity, sovereignty and peace for our people," Dzhaparova said, stressing that Ukraine is not going to "trade any inch of Ukrainian soil" and that peace negotiations are impossible until the Russian army withdraws from Ukraine.

"The Peace Formula is therefore at the core of our vision, but it doesn’t mean that we are prepared to sign an agreement that will compromise Ukraine’s interests," Ukraine’s First Deputy Foreign Minister said.

Dzhaparova stressed that the International Criminal Court is already considering cases relating to Russian war crimes, crimes against humanity, and genocide in Ukraine.

"But when we are talking about the crime of aggression, we believe that a special court has to be established and a special international mechanism that will bring Russian political leaders to justice. We are currently working on the text of this resolution," she added.
