Ukraine to use WTO arbitration in response to extended grain import embargo by Poland

Ukraine will appeal to the World Trade Organization (WTO) arbitration for compensation for losses due to the violation of the General Agreement on Tariffs and Trade (GATT) if Poland continues with its embargo on Ukrainian grain imports, Ukrainian PM Denys Shmyhal said in a Twitter post on Sept. 12.

According to Shmyhal, despite the war and Russia blocking its ports, Ukraine is fulfilling its obligations both under the Association Agreement with the EU and WTO regulations.

“We have no intention of harming Polish farmers,” the PM said.

“We greatly appreciate the support of the Polish people and Polish families! But in case of violation of trade law in the interest of political populism before the elections, Ukraine will be forced to turn to WTO arbitration to obtain compensation for violation of GATT norms.”

Poland decided to extend the ban on the import of Ukrainian grain after Sept. 15. Out of the 27 EU countries, 22 do not support Poland, Hungary, Romania, Bulgaria, and Slovakia calling for an extension of the restrictions.

One EU diplomat believes that the decision to extend import restrictions would be "purely political," as Poland is headed for elections in mid-October. In response to this, a high-ranking Polish official admitted that the forthcoming "elections played their role."

The elections in Poland are slated to take place on Oct. 15.
