Ukraines Ministry of Defence passes Armed Forces system under investigation by National Anti-Corruption Bureau

Oleksii Reznikov, Minister of Defence of Ukraine, has ordered the Armed Forces of Ukraine to adopt the strategic-level automated troop control system Dzvin [Ukrainian for Bell], while the National Anti-Corruption Bureau (NACB) of Ukraine is conducting an investigation into the use of this system.

Quote: "An important stage in the field of implementation of automated military control systems has been completed.

On 6 December 2022, I signed an order on the adoption of the automated system of the Operational Control Center (DKR Dzvin-AS).

It was a peculiar gift for the Day of the Armed Forces of Ukraine. After all, our military is extremely interested in a strategic-level automated control system and has been waiting for its full deployment for a long time."

Details: The minister assures that this system has successfully passed performance tests in the spring of 2022, and later, it passed the state tests, too.

"At the moment, all formal procedures have been completed, the strategic-level automated control system has officially joined the ranks and will work in the interests of Ukraine’s Armed Forces. Next, the General Staff will make decisions regarding the scaling parameters of this ACS," added the head of the Ministry of Defence.

At the same time, in late November, Yaroslav Yurchyshyn, the member of Ukrainian Parliament, reported that the detectives of the National Anti-Corruption Bureau of Ukraine were investigating criminal proceedings regarding the execution of research and development works of Dzvin-AS.

As Yurchyshyn states, the Anti-Corruption Bureau is investigating "a whole bunch" of articles of the criminal code committed during the execution of the DKR Dzvin-AS: large-scale embezzlement, careless attitude towards military service, abuse of authority, including by military personnel.

Yurchyshyn stressed that the deployment of the system in the army, which appears in the NACB investigation, "at the most crucial moment of the war can lead to fatal consequences."
