In Ukraine’s south, Russian occupation forces have been trying to cement their control, organizing pseudo-referendums, distributing Russian passports and introducing Russian currency for commercial use. So far, this has been unsuccessful, since Ukrainians living there refuse to recognize the Russian occupation politically.

Russia has had to deploy its own bureaucracy to occupied regions of Ukraine in order to make an attempt to organize the life of civilians, including utility services and transportation. However, the orders of the occupation administrations are largely ignored.

Some cities, towns and villages have collaborators – Ukrainian citizens who accept various roles in occupation administrations. According to the Ukrainian law, this is a state treason. Ukrainian partisans are putting pressure on the collaborators, while putting their own lives at risk.
