The official, the head of a department of a district territorial centers for recruitment and social support in Kyiv Oblast, is alleged to have helped people cross into Moldova and Hungary using forged documents.

"It has been established that the official ensured the production of forged military registration and medical documents on unfitness for military service," the statement by the law enforcement agencies reads.

“In particular, he prepared for the draft dodgers the relevant conclusion of the Military Qualification Commission and a document on exclusion from military registration.”

According to the agencies, the head of the department had two accomplices — his acquaintance, the former head of the Kyiv Oblast military commissariat, and his son. The accomplices looked for "clients", acted as consultants on further crossing the borders of Moldova and Hungary, and also acted as intermediaries in the transfer of bribes.

"For their services, the criminals charged from $6,000 to $10,000," the report says.

“The cost depended on the existing health problems of the dodgers and their age. The older the man was, the cheaper the ‘service’ for forging the documents was.”

SBI officers detained the official's accomplices while they were receiving $8,000 for another set of forged documents.

At this stage, two "deals" by the criminals have been documented, for which they pocketed $14,000.

The pre-trial investigation in the case is ongoing.
