UN decries escalation of Russian shelling as winter approaches
Russia stepping up shelling of Ukrainian cities as cold weather sets in is “inhumane and unacceptable,” Denise Brown, the UN Humanitarian Coordinator in Ukraine, said on Nov. 22.
In a statement from the UN Resident Coordinator's Office, Brown conveyed alarm over recent spikes in strikes on civilian infrastructures and civilians, coinciding with dropping temperatures.

She highlighted the persistent targeting of hospitals in the Kherson and Donetsk oblasts, citing recent attacks in Selydove, Donetsk region. Additionally, she reported frequent shelling of power plants and electrical grids, noting that Nikopol, Dnipropetrovsk Oblast, has been cut off from gas and water supply.
“As temperatures plummet, thousands of families may be unable to keep warm and safe due to these attacks,” said Brown.
“After nearly ten years of fighting and two years after the escalation of the war, civilians in the front-line eastern and southern parts of the country have depleted their resources, many reaching their breaking point.”

Brown reinforced the UN's commitment to continuing support for Ukrainian civilians affected by the war.
“But the recent trend of attacks on civilian infrastructure and facilities that provide essential services during the winter is unacceptable and inhumane.”
