Work is underway to repair the historic clocktower at Elmira City Hall. What to know

Work is underway on a $3.5 million project to upgrade and repair the aging clocktower at historic Elmira City Hall.

City Mayor Dan Mandell said the project to repair the tower is primarily being funded by the American Rescue Plan as well as state historical preservation grant funds.

“The repairs will include work on the outside of the Elmira City Hall Clocktower and repairs to the inside of the tower because of water damage it has caused on the third-floor ceiling,” said Elmira City Manager Mike Collins.

Collins said Lupini Construction crews, of Utica, which started in December on the project, are currently completing a lot of repointing and masonry work at the site.

“We anticipate the work will be totally completed sometime in late summer or early fall,” Mandell said.

The historic clocktower at the Elmira City Hall building at 317 E. Church St., located within the Civic Historic District, was built by a local architectural firm, Pierce and Bickford, in 1895.

Officials are not exactly sure when the clock stopped working, but repairs have long been on the city's to-do list.

“It’s a much-needed project," said Collins.
