Unlicensed dentist of East Post Dental in White Plains charged with felonies

WHITE PLAINS - A Queens man was arraigned Thursday in White Plains City Court on multiple felony charges accusing him of practicing dentistry without a license.

Westchester County District Attorney Mimi Rocah and White Plains Public Safety Commissioner David E. Chong said the suspect, Cesar Masso, 78, worked out of a White Plains storefront set up as East Post Dental.

Masso was arrested by White Plains police on March 9.

Law enforcement officials seized dentistry tools and equipment, local anesthetics, antibiotics and patient files, which are being analyzed to identify other possible victims or witnesses.

Rocah's office and White Plains police are urging the public to assist law enforcement with any information about Masso or other possible victims.

Masso was charged with three felony counts of unauthorized practice of a profession for allegedly providing, without a license, dental services, including examinations, tooth extractions, administering anesthetics, pain management, X-rays and cleanings to patients at East Post Dental at 169 Grand St. in White Plains.

Masso accepted payments by cash or check.

White Plains police began an investigation with the district attorney's office when a victim reported to police that Masso allegedly performed tooth extractions and placed a dental bridge that fell out, causing discomfort and pain. The victim also received an injected numbing agent and pills for pain management.

Rocah said the victim paid Masso thousands of dollars in cash for dental examinations, evaluations and the treatment between October 2019 and April 2020.

The name of Masso's attorney was not immediately available.
