Video: I-77 fatal shooting suspect leads police chase through Cuyahoga County

BRATENAHL, Ohio (WJW) – Dash camera footage from Bratenahl police shows the moment their officers track down 29-year-old Ian Rich, following an hours-long pursuit across several cities in Cuyahoga County.

Eventually, officers arrested Rich without resistance Sunday night.

But the arrest comes after police say he shot two people on I-77 near I-480, earlier on that same evening.

While Bratenahl police are responsible for the arrest in this case, the Cuyahoga Heights Police Department leads this investigation into what happened.

Their police chief declined our request for an interview but did send us some key information via a press release:

The two people shot in this case are 57-year-old David Perez and 59-year-old Jacqueline Perez.

Tragically, Ted Perez died from his injuries.

Rich wasn’t arrested in Newburgh Heights, but Police Chief John Majoy confirmed that the suspect and the family of his two victims lived next door to each other there.

“It does appear that they were targeted. Again, that’s what everything is pointing to at this point in time,” said Chief Majoy.

Chief Majoy says his officers have dealt with Rich multiple times before Sunday night’s shooting.

“There were no threats of violence. He had some paranoia of some extent where there was concerns lofted by family and neighbors,” he said.

Chief Majoy added that he had met Rich at his Newburgh Heights home during one incident, calling their exchange “peaceful.”

Now, he wants Rich to face justice for an alleged situation that’s the opposite of peaceful.

“It’s nothing short of awful. There’s no other way to put that. Someone lost their life and it shouldn’t have happened,” said Chief Majoy.
