Vogler, who has served as commissioner since 2004, is a native of Wampum and a graduate of Mohawk High School and Westminster College. The first half of his career was spent in the private sector, where he served as director of governmental affairs for Pennsylvania Power Co. During that time, he also served as a Neshannock Township Supervisor for 12 years.

Currently, Vogler sits on the following statewide and regional boards: County Commissioners Association of Pennsylvania, the Pennsylvania State Election Law Advisory Board and the Pennsylvania Counties Workers' Compensation Trust Fund Board, which he chairs. He also chairs the board of directors of the Northwest Pennsylvania Regional Planning Commission, serves as a member of the West Central Job Partnership Governing Board and, for 18 years, was a member of the Regional Industrial Development Corporation board.

Locally, he is a member of the following boards: City Rescue Mission, Lark Enterprises, Lawrence County Conservation District, the Lawrence County Learning Center and the Jack Butz Humanitarian Scholarship Committee. In 2020, he received the Governor's Award for Local Government Excellence from the Pennsylvania Department of Community and Economic Development.

Vogler intends to run in the May Republican Primary election. He notes that, if successful in his reelection effort, this will be the last time he runs for commissioner.

A resident of Neshannock Township, Vogler is 63, the father of three children and the grandfather of four.
