Warehouse proposals in Hillsborough exceed 1 million square feet

HILLSBOROUGH – A proposal to build a warehouse on Weston Road near the Manville border will be reviewed by the township Environmental Commission later this month.

Weston Road LLC, of Franklin Park, is proposing a 140,155-square-foot warehouse on 18.2 acres of land zoned for light industrial use.

In total, more than 1 million square feet, about the size of Alcatraz, of warehouse space has been proposed for the township.

The warehouse would be across Weston Road from the Hearthstone at Hillsborough senior community. To the east of the forested property, owned by Guastella Family Associates of Manville, is the CSX Railroad and Central Jersey Airport, to the south a closed municipal landfill and to the west, single-family homes.

Weston Road LLC, owned by Franklin residents Ahad Arif, Mohammed Arif and Tausif Poonawala, has proposed two driveways to the site, with one aligned with the chained-off entrance to the senior community at Waterman Lane. The plan calls for 139 parking spaces and 28 tractor-trailer spaces.

Weston Road LLC is requesting a variance for the height of the building. The proposed height is 38.4 feet where 35 feet is permitted.

According to a fiscal analysis of the development, the building would employ 43 people during a single shift when occupied.

The study also concludes that the development would generate an estimated $270,907 in annual property tax revenue for Hillsborough municipal government and the school district. Municipal government would get $44,934 of that amount with a net of $34,934 based on the estimated cost of municipal services. The school district would net $225,973 because it is expected the project would not generate any additional schoolchildren.

Somerset County would receive $58,848 in property tax revenue.

The market value of the project is estimated at $16.1 million.

In 2008, the township Planning Board approved a proposal to subdivide the property into 10 lots, but that project was never realized because of environmental contamination from the former landfill.

The Environmental Commission is scheduled to review the application on Oct. 24. No date has been set for a planning board hearing.

The Weston Road project is the latest warehouse proposal in the township.

Nearly 2,000 people have signed an online petition opposing the proposal by Homestead Road LLC to build two warehouses totaling 537,297 square feet on Homestead Road between the Route 206 bypass and Willow Road.

A group, Stop Warehouses and Trucks, was formed to oppose the project, but the group's mission has expanded to opposing other warehouse proposals at 279 Homestead Road, 303 Amwell Road, Harvard Way and 1170 Millstone River Road.
