Water flowing in Siloam

Jan. 9—GREENUP — Just 11 months after initially announced, a water project that was outlined to span three years has reached completion, according to Greenup County Judge-Executive Bobby Hall.

Hall kicked off a rather efficient 30-minute fiscal court meeting on Tuesday by declaring that water is flowing through new lines and pressure testing has begun in Siloam Bottoms. City of Greenup water is coursing through pipes to 80-plus residences in that area.

Howerton Engineering led the work entailed in the $3 million project, funded by American Rescue Plan Act money.

Hall said the next major water project will be called "Beauty Ridge" and more details are to come. He said the fiscal court is awaiting approval of the third round of the state's Cleaner Water Program funding before moving forward.

"We are determined to get water to as many people in this county as we can every single year," Hall said.

Other notable items from Tuesday's meeting:

-Countywide Ambulance Authority Director Kevin Callihan said the service went live on Dec. 31 at 8 a.m. He reported it was a "smooth, trouble-free process." Since the first call was made in South Shore, the new Greenup County ambulances have responded to 167 calls (through 7 a.m. Jan. 9), covering 4,000-plus miles.

"It has been a blessing to see ambulances all over this county," Hall said.

-Chris Crum, the health department director, said one major capital project is the current construction of a drive-through clinic.

Crum said a grant will allow GCHD to improve facilities, including remodeling restrooms.

-Coroner Neil Wright said his office recorded 260 deaths in 2023. He has seen a positive pattern in the number of drug-overdose deaths, he said.

-Hall commended Vance Williams, Lance Warnock and County Attorney Matthew Warnock for their work in 2023. "We have foreclosed on more vacant homes and bad-tax-debt homes with loaded delinquencies ... these three have absolutely torn it up in 2023 getting this done," Hall said.

-Sheriff Matt Smith now has AEDs in every cruiser, in the annex and in his office.

"Thank you, KDMC (King's Daughters), for donating several of those," Hall said.

-Jailer Larry Pancake said it's "full steam ahead" at the Greenup County Detention Center, which had 112 total inmates as of Tuesday morning.

-The next fiscal court meeting is set for Tuesday, Feb. 6, at 9:30 a.m.
