Wayne County commissioners act to remove obstructions on County Road

A report from the June 21 and June 28 meetings of the Wayne County commissioners:

KEY ACTION: Approved a resolution ordering the removal of certain objects which interfere with maintenance and repair of and public travel on a County Road located on Rohrer Road in Green Township.

DISCUSSION: The County Commissioners approved a resolution at the weekly Wednesday, June 28 meeting to order the removal of certain objects which interfere with the maintenance and repair of, as well as hindering public travel on a County Road located on Rohrer Road in Green Township.

Commissioner Sue Smail noted that "this is just an obstruction, the goal is have the roads be safer for people to proceed." They plan to maintain the right of way, and owner of the property, Kenneth Day, has five days to move his objects or someone else will come and move them for him.

Other actions taken by commissioners:

  • At last week (June 21's) meeting, the commissioners approved a resolution that would authorize an adjustment of boundary lines between Wayne Township and Killbuck Township into the City of Wooster via a city petition. About 32 acres of land were annexed through the petition.

  • Approved a resolution that would authorize Wayne County Administrator Patrick Herron to enter into a contract for a Workers Compensation Agreement with Arthur J. Gallagher Risk Management Services, Inc. The agreement would increase his annual salary from $75,000 per year to $90,000 per year.

  • Approved a resolution for an agreement with People to People Ministries, Inc. for the County Job and Family Services Department for a Back-to-School Readiness Program. JFS Department Director Rich Owens noted that "our funds are generally used for personal items, such as clothing, backpacks, etc." The funds, which are equivalent to about $34,000, will be streamed through federal, state, and/or local levels.

  • Approved a resolution for a grant application and acceptance from the Ohio Department of Rehabilitation & Correction for the Community Corrections Act 2.0 Grant, with funds valued at $225,496 requested and the application beginning July 1, 2023 and expiring June 30, 2025.

  • Approved a resolution that approved a contract with Secure Care Health Systems on behalf of the Wayne County Care Center to establish a nurse call system for the County Care Center.

  • Approved a resolution making a change in the Contract with V.O. Menuez & Son, Inc. of Millersburg for the Ruff Road Bridge Replacement project over Killbuck Creek between Franchester Road and Overton Road in Congress Township. The change decreases the price by $3,000 to a total of $815,935.50.

  • Approved a resolution of a subgrant agreement with the Goodwill Industries of Wayne and Holmes Counties, Inc. for Comprehensive Case Management Services and Youth Workforce Development Activities. The agreement amount of nearly $900,000 will be funded through two program grants, beginning July 1, 2023, and ending on June 30, 2024.

  • Approved multiple housekeeping items, including updates on weekly home and county bills, agreements on travel and training expenses, transferring of funds between multiple organizational accounts, and an organizational membership approval for the Wayne County Engineering Department to become a part of the Wayne County Township Association.

  • At the June 28 meeting, the Commissioners approved a resolution that would designate the Wayne County Children Services Board as the Administrative Agent for the Wayne County Family & Children First Council in requirement with the Ohio Family & Children First Council beginning June 30, 2023 and extending through June 30, 2024.

  • And finally, the Commissioners approved a resolution at the June 28 meeting that would authorize an execution of the Ohio EPA instructions for Scrap Tire Removal & Clean Up for Counties & Local Governments.
