Wayne County commissioners approve funding resolution

On Wednesday, Nov. 29, the Wayne County commissioners approved a resolution that provides a memorandum of understanding between Wayne County Department of Job and Family Services and Wayne County Children Services Board, which discusses the transfer of unspent Title XX funds, retroactive to Oct. 1, and continuing through Dec. 31.

The estimated agreement amount is $134,779.11, with the funding going toward Temporary Assistance for Needy Families (TANF). Fiscal supervisor for Job and Family Services Lori Jones notes this is a regular deal that occurs every year.

Commissioner Ron Amstutz noted the funding is through a block grant for Social Services. The funding is being kept in Wayne County to off-set some costs and provide more social services for children and families.

Other actions:

  • At the November 22 weekly meeting, the Commissioners approved a resolution that allows for the acceptance of a grant for the Federal Aviation Administration (FAA) and the Ohio Department of Transportation (ODOT) Grant Program to develop an Airport Master Plan (Improvement Plan) for the Wayne County Airport. The estimated total cost is $443,051, with FAA grant funding covering $398,746, or about 90%, of the projected cost, with the other 10% coming from the Ohio Department of Transportation and local Wayne County funds.

  • Approved a resolution authorizing the renewal of contracts for Dispatch Services for the Town & Country Fire District, South Central Fire District, The City of Dalton, The City of Rittman, and Milton Township with Justice Center Communications beginning Jan. 1, 2024, and continuing through Dec. 31, 2028.

  • Approved a resolution that allows for the purchase of three 2023 Dodge Durango SUV vehicles for use and benefit of the Wayne County Sheriff's Office from Montrose Auto Group (Fairlawn) and trading in three older vehicles to get said Durangos.

  • Approved a resolution that allows for the posting of an auction on GovDeals.com of a 2006 GMC Savana Van for $3,509 because the vehicle needs towed due to mechanical issues.

  • Approved a resolution that authorizes for the Rural Community Assistance Partnership (RCAP) to apply for funding from the Ohio Department of Development (ODOD) for the Sterling Area Wastewater Improvements Project. The funding for the project has a projected amount of $4,550,000.

  • Approved a resolution of an Administrative Contract between the Wayne County Commissioners and Community Action Wayne/Medina to provide Community Development Block Grant (CDBG) funding from the Ohio Development Services Agency's (ODSA) Office of Community Development in the amount of $54,000 to help with the Wayne-Wide Transportation Program, with the project set to be complete by Sept. 30, 2025.

  • Approved a resolution adding a second amendment to a contract with Community Action of Wayne and Medina Counties to Administer the Standard Fair Housing Program CDBG Community Development Programs, which the Commissioners and Community Action of Wayne/Medina will continue to administer fair housing services at a sum of $15,000, retroactive to Oct. 1, 2023, and continuing through Sept. 30, 2025.

  • Approved multiple housekeeping items between the two weeks, including collection of weekly county bills and county home bills, transferring of funds, travel and training expenses, and multiple special event expense approvals, which include an employee recognition event for the Wayne County Child Support Enforcement Agency, the Wayne County Engineer Team Building Training and Pizza Lunch, and a retirement celebration for Lisa Todaro from the Job & Family Services Department.

  • Approved a resolution to enter into agreement for Insurance Policies with Arthur J. Gallagher, Gallagher Basset, Travelers Insurance Companies, Lloyds of London, General Star Indemnity Company, Crum & Foster, ACE Property & Casualty Ins. Co., and Hanover Ins. Co. beginning Dec. 1, 2023, and continuing through Nov. 30, 2024.

  • Approved a resolution giving the Commissioners authority to renew contracts for Dispatch Services through Justice Center Communications for Paint Township, Wooster Township, and the City of Marshallville beginning Jan. 1, 2024, and continuing through Dec. 31, 2028.
