Wayne County commissioners hire construction manager for jail expansion, renovation

KEY ACTION: Hired Bogner Construction Company of Wooster to manage the expansion and renovation of the Wayne County Detention Center.

DISCUSSION: A guaranteed maximum price will be detailed at a later date. "There's a couple of steps that they'll be involved in," Commissioner Ron Amstutz said of the corporation. "First step is to work with the architect for very detailed plans and prices for various materials and everything. That will lead to them picking a guaranteed number for the price of the project. That will be a negotiated number that will be discussed soon. The final step will be to discuss the construction project."

The two-phase project is expected to cost $33 million, according to an architect's estimate, and will include a new building and a remodel of the jail facility. It will mean expanded space to about 72,000 square feet at the detention center and additional beds totaling 241 when the project is completed. Construction on the new building is expected to begin this year with the renovation planned for 2024.

CHA Consulting gets contract for Wayne County Airport improvements

OTHER ACTION:

  • Approved a resolution authorizing the county Juvenile Court to apply for grant funds through the Behavioral Health Juvenile Justice program, which would provide approximately $80,000 in fiscal year 2024 and about $82,400 the following year. The grant would support one full-time person to help with parent mentoring and supervision hours. That person would work with five families at a time, and could also partner with the Department of Children Services. The parent mentor would meet with families two to three times a week and help implement a curriculum, including rules to follow.

  • Awarded a contract for the improvement master plan and engineering services at the Wayne County Airport to CHA Consulting of Cleveland. County Administrator Patrick Herron said the total cost of the project is expected to be around $400,000, with 90% of the funding coming from the Federal Aviation Administration, 5% from the Ohio Department of Transportation, and the remaining 5% from the county.

  • Accepted a grant from the Ohio Public Works Commission to help cover the cost of resurfacing County Road 501 (Fredericksburg Road) at a rough estimate of $500,000. The county would cover $257,000 of the project. Andy Jones from the County Engineer's Office noted the road improvement will stretch about 2.7 miles in the village of Fredericksburg.

  • Approved an agreement between the Cuyahoga County Medical Examiner's Office and the Wayne County coroner for autopsy and scientific testing services through Dec. 31, 2028.

  • Approved a resolution authorizing the Wayne County sheriff to accept a $39,000 grant for the Violence Against Women Act (VAWA) Investigative Enhancement Program, with a local match of just under $13,000 for a total of $51,897 through the end of the year.

  • Issued a proclamation recognizing May as Public Assistance Fraud Awareness Month. Amstutz and Commissioner Jonathan Hofstetter presented the proclamation to Richard Owens of Wayne County Department of Job and Family Services. Owens noted the local agency has four investigators and one field reporter.

  • A second proclamation was issued recognizing the retirement of Wenona Anderson, a Veterans Services receptionist and clerk, after 42 years of service.
