DISCUSSION Commissioner Becky Foster opened the meeting by presenting a proclamation, signed by all three commissioners, to Chief Executive Officer Jaime Parsons and the staff of the Viola Startzman Clinic in Wooster in recognition of National Rural Health Day, which occurs on the third Thursday of November. According to the clinic's website, "Since 1995, the Viola Startzman Clinic (VSC) has provided high-quality comprehensive medical and dental care, wellness education, medications, and related health services at no charge to qualifying patients." The facility was recognized as an accredited rural health clinic in July of 2017.

Wayne County is designated as a rural area by the U.S. Department of Agriculture. The USDA began the National Rural Health Day program in 2010, as a way of recognizing the operation of health clinics in rural areas and also highlight some of the obstacles people living in rural areas must overcome to access health care. Viola Startzman Clinic not only provides access to health services, but also fills a gap when residents are in need of emergency care, according to Parsons.
