West Palm police: Jason Karvois above intoxication limit in crash that killed Foad Makhmoor

WEST PALM BEACH — A 44-year-old Acreage man's blood-alcohol level was nearly four times above the legal limit fo driving on the night of a December crash that killed a cyclist in West Palm Beach, authorities alleged in arresting him this month.

Jason Ryan Karvois faces one count of DUI manslaughter and one count of leaving the scene of a crash causing death in the Dec. 9 wreck that killed Foad Makhmoor, 61, of Wellington along Okeechobee Boulevard near the Royal Palm Beach village border.

Two separate blood draws collected after the crash revealed that Karvois had 0.306 grams and 0.259 grams of alcohol per 100 milliliters of blood in his system, the arrest report said. Florida's legal threshold for intoxication is 0.08.

Cyclist was on Okeechobee Boulevard bike lane at time of crash

West Palm Beach police arrested Karvois on May 5. During a hearing May 6 at the Palm Beach County Jail, Circuit Judge Luis Delgado set Karvois' bail at $100,000 and ordered that he wear an ankle monitor upon his release. Karvois remained in custody at the Palm Beach County Jail as of May 8.

An attorney who represented Karvois at the hearing declined to speak about the case.

According to the arrest report, Karvois crashed his dark blue Infiniti Qx80 SUV into Mahkmoor at about 7 p.m. Dec. 9 as he drove westbound along the 8900 block of Okeechobee, near Sansburys Way.

Investigators say Karvois swerved and struck Mahkmoor, who was riding in a designated bicycle lane. Karvois' SUV was stopped a short distance away by witnesses and was in a westbound turn lane when police arrived at the scene. Witnesses identified Karvois as the sole operator of the vehicle, the report said.

West Palm Beach police say they found empty liquor bottles, pills in driver's SUV

An officer who made the initial contact with Karvois described him as being unsteady on his feet, slurring his speech, confused and unable to complete coherent sentences.

After obtaining a search warrant for the vehicle, officers found two empty vodka bottles, a clear plastic bag that contained cocaine and various prescription pills. A blood drug analysis for Karvois did not yield any results, the report said.

The officers reportedly also found a 9 mm pistol and a 9x19-caliber pistol in the SUV.

The Palm Beach County Medical Examiner's Office ruled that Mahkmoor died from multiple blunt-force injuries.
