CHARLEVOIX COUNTY TWP. — With everything from road millage renewal requests to continued funding for fire and ambulance departments, the Charlevoix County townships of Bay, Boyne Valley, Eveline, Hudson, Marion, Melrose, Norwood, St. James and Wilson have proposals for voters to consider on the ballot in the Aug. 2 election.

Bay Township 

Road millage renewal 

This proposal establishes the renewal of a 1.0 mill road millage previously approved by the electors, which expired after the December 2021 levy, for the purpose of providing funds for township road improvements. If approved and levied in its entirety, this millage would raise an estimated $173,000 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by Bay Township, Charlevoix County, Michigan, against taxable property in the Township be renewed to the originally approved 1 mill ($1.00 per $1,000 of taxable value), and levied for three years, 2022 through 2024 inclusive, for the purpose of providing funds for construction and maintenance of roads within Bay Township, and shall the Township levy such millage for these purposes?

Boyne Valley Township

Fire/Rescue department millage renewal  

Ballot language:

Shall the previously authorized millage for operating, maintaining, and equipping the Boyne Valley Township Fire/Rescue Department, as reduced by required millage rollbacks to .9866 mills ($.9866 per $1,000 of taxable value), be renewed at ($.9866 per $1,000 of taxable value) and levied for four years, 2022 through 2025, inclusive, raising an estimated $172,138 in 2022?

Transfer station millage renewal  

Ballot language:

Shall the previously authorized millage for operating the Township Transfer Station, including renting or purchasing the property on which the Transfer station is located within Boyne Valley Township, as reduced by required millage rollbacks to .9866 mills ($.9866 per $1,000 of taxable value), be renewed at ($.9866 per $1,000 of taxable value) and levied for four years, 2022 through 2025, inclusive, raising an estimated $172,138 in 2022?

Eveline Township 

Proposal for fire and ambulance millage  

This proposal will permit the township to levy up to 1 mill for the purpose of providing funds for fire protection and ambulance services. If approved and levied in its entirety, this millage would raise an estimated $311,848 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Eveline, Charlevoix County, Michigan, against taxable property in the Township be increased by up to one (1) mill ($1.00 per $1,000 of taxable value) for a period of four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for fire protection and ambulance services, and shall the Township levy such millage for these purposes?

Road millage renewal 

This proposal re-establishes the 1 mill road millage previously approved by the electors that expired after the December 2021 levy. Specifically, the proposal renews the previously authorized .9849 mills and restores the .0151 mills rolled back by the Headlee Amendment. If approved and levied in its entirety, this millage would raise an estimated $311,848 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Eveline, Charlevoix County, Michigan, against taxable property in the Township be increased by up to 1 mill ($1.00 per $1,000 of taxable value) for a period of four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for road construction, improvements, and maintenance, and shall the Township levy such millage for these purposes?

Hudson Township 

Road millage renewal  

This proposal will permit the township to restore the township’s 2 mills for road improvements previously approved by the electors and now expired. This ballot proposal renews the existing 2 mills.

Ballot language:

Shall the previously voted increase in the 15 mill tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Hudson Township be renewed at and increased up to the original voted 2 mills ($2.00 per $1,000 of taxable value) for four (4) years, 2022 through 2025 inclusive, for the purpose of road maintenance and improvements; and shall the township levy such renewal in millage for said purpose, thereby raising in the first year an estimated $90,354.00?”

Fire protection millage renewal  

This proposal will permit the township to restore the township’s 1 mill for fire protection previously approved by the electors and now expiring. This ballot proposal renews the existing 1 mill.

Ballot language:

Shall the previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Hudson Township be renewed at and increased up to the original voted 1 mill ($1.00 per $1,000 of taxable value) for the period of 2022 through 2025 inclusive, for the furnishing of fire protection and emergency medical services, apparatus, equipment and housing in Hudson Township; and shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $45,177.00?

Marion Township  

Road millage renewal  

This proposal will allow Marion Township to continue to levy millage previously approved by the electors for road construction and maintenance, and restores millage lost as a result of the reduction required by the Michigan Constitution of 1963, as amended. If approved and levied in its entirety, it is estimated that the 1.5 mills would raise an estimated $148,440.00 for the Township's Road Fund when first levied in 2023.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of Marion, County of Charlevoix, State of Michigan, be increased by 1.5 mills, (one dollar and fifty cents ($1.50) per thousand dollars ($1,000.00) of the taxable value), on all taxable property in the Township for three (3) years, 2023 through 2025 inclusive, for the purpose of providing funds for construction and maintenance of Township roads? 

Melrose Township 

Road millage renewal 

This proposal re-establishes the 1 mill road millage previously approved by the electors that expired after the December 2021 levy. Specifically, the proposal renews the current .9792 mills that was last levied and restores the .0208 mills previously rolled back by the Headlee Amendment. If approved and levied in its entirety, this millage would raise an estimated $193,868 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Melrose, Charlevoix County, Michigan, against taxable property in the Township be increased by up to 1 mill ($1.00 per $1,000 of taxable value) for a period of four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for road construction and maintenance, and shall the Township levy such millage for these purposes?

Fire sinking fund millage renewal  

This proposal reestablishes the ½ mill Fire Sinking Fund millage previously approved by the electors that expired after the December 2021 levy. Specifically, the proposal renews the current .4895 mills that was last levied and restores the .0105 mills previously rolled back by the Headlee Amendment. If approved and levied in its entirety, this millage would raise an estimated $96,934 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Melrose, Charlevoix County, Michigan, against taxable property in the Township be increased by up to ½ mill ($.50 per $1,000 of taxable value) for a period of four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for the Fire Sinking Fund for the fire department, and shall the Township levy such millage for this purpose?

Fire department operating millage renewal  

This proposal reestablishes the ½ mill fire department operations millage previously approved by the electors that expired after the December 2021 levy. Specifically, the proposal renews the current .4895 mills that was last levied and restores the .0105 mills previously rolled back by the Headlee Amendment. If approved and levied in its entirety, this millage would raise an estimated $96,934 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Melrose, Charlevoix County, Michigan, against taxable property in the Township be increased by up to ½ mill ($.50 per $1,000 of taxable value) for a period of four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for fire department operations, and shall the Township levy such millage for this purpose?

Norwood Township 

Fire millage proposal  

This proposal will permit Norwood Township to levy up to 1 mill for the purpose of providing funds for fire protection services. If approved and levied in its entirety, this millage would raise an estimated $55,488 for the township in 2022.

Ballot language:

Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Norwood, County of Charlevoix, Michigan, against taxable property in the township be increased by up to one dollar ($1.00) per thousand dollars ($1,000) (1 mill) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025, inclusive, for the purpose of providing funds for fire protection services, and shall the township of Norwood be authorized to levy such millage for this purpose?

St. James Township 

Fire protection millage renewal  

This proposal renews the 1 mill fire protection millage previously approved by the electors that expired after the December 2021 levy. If approved and levied in its entirety, it is estimated that the 1 mill would raise an estimated $51,691 for the township when first levied in 2022.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of St. James, County of Charlevoix, State of Michigan be increased by up to one dollar ($1.00) per thousand dollars ($1,000) (1 mill) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025 inclusive, for the purpose of providing funds for fire protection, and shall the Township levy such millage for this purpose? 

Medical center millage renewal  

This proposal renews the 2 mills medical center millage previously approved by the electors that expired after the December 2021 levy. If approved and levied in its entirety, it is estimated that the 2 mills would raise an estimated $103,382 for the township when first levied in 2022.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of St. James, County of Charlevoix, State of Michigan be increased by up to two dollars ($2.00) per thousand dollars ($1,000) (2 mills) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025 inclusive, for the purpose of providing funds for the operation of the island's medical center, and shall the Township levy such millage for this purpose? 

Road millage renewal  

This proposal renews the 2 mills road construction and maintenance millage previously approved by the electors that expired after the December 2021 levy. If approved and levied in its entirety, it is estimated that the 2 mills would raise an estimated $103,382 for the township when first levied in 2022.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of St. James, County of Charlevoix, State of Michigan be increased by up to two dollars ($2.00) per thousand dollars ($1,000) (2 mills) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025 inclusive, for the purpose of providing funds for road construction and maintenance, and shall the Township levy such millage for these purposes?

Wilson Township 

Road millage renewal  

This proposal reestablishes the 2 mill road millage previously approved by the electors that expired after the December 2021 levy. Specifically, the proposal renews the previously authorized 1.9550 mills and restores the .0450 mills rolled back by the Headlee Amendment. If approved and levied in its entirety, the 2 mills would raise an estimated $186,428 for the township when first levied in 2022.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of Wilson, County of Charlevoix, State of Michigan be increased by up to two dollars ($2.00) per thousand dollars ($1,000) (2 mills) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025 inclusive, for the purpose of providing funds for road construction and maintenance, and shall the Township levy such millage for these purposes?

Proposal for fire and ambulance millage  

This proposal will permit the Township to levy up to 1.5 mills for the purpose of providing funds for fire protection and ambulance service. If approved and levied in its entirety, the 1.5 mills would raise an estimated $139,821 for the township when first levied in 2022.

Ballot language:

Shall the limitation on the amount of taxes which may be imposed on taxable property in the Township of Wilson, County of Charlevoix, State of Michigan be increased by up to one dollar and fifty cents ($1.50) per thousand dollars ($1,000) (1.5 mills) of the taxable value on all taxable property in the township for four (4) years, 2022 through 2025 inclusive, for the purpose of providing funds for fire protection and ambulance service and shall the Township levy such millage for these purposes?
