Why isn’t the VA providing more shelter for homeless veterans in L.A.?

At a time when thousands of military veterans are living on the streets of Los Angeles, why is the Veterans Administration not moving more quickly to provide them housing? And why is VA property that could be used for housing being leased out? KTLA’s Annie Rose Ramos investigates.
